Following an official request by the
DRC government, the EU decided to establish an EU advisory and assistance
mission for security reform in the Democratic Republic of Congo (DRC)
("EUSEC - R.D. CONGO" mission)
The mission provides advice and assistance to the Congolese authorities in
charge of security while ensuring the promotion of policies that are
compatible with human rights and international humanitarian law, democratic
standards, principles of good public management, transparency and observance
of the rule of law.

On 14 November 2005, the Council
established an EU Police Mission in the Palestinian Territories under the
European Security and Defence Policy. The operational phase started on
1 January 2006 and will have an initial duration of 3 years. The EU
Police Mission for the Palestinian Territories, code-named EUPOL COPPS,
has a long term reform focus and provides enhanced
support to the Palestinian Authority in establishing sustainable and
effective policing arrangements.

EUPOL Afghanistan helps Afghan police
to train their leadership
The European Union Police mission in Afghanistan (EUPOL) and the
international community are involved in the reform and training of the Afghan
national police, and cooperate closely towards the
transition of security responsibilities from international forces to the
Afghans. EUPOL is now intensifying its work in this area by taking the lead
on a project to train the leadership of the Afghan police in the Kabul staff
College.

Consolidating a
strong Palestinian special police force
The Palestinian Special Police Force has successfully delivered a Tonfa
training course to 37 new SPF recruits. The training was organised under the
direction and supervision of the Head of the SPF Central Force in Ramallah.
The training included a written test on the pedagogical and technical aspects
of the Tonfa as well as with a practical exam on tactics learned.
On 14 November 2005, the Council established an EU Police Mission in
the Palestinian Territories (EUPOL COPPS) under the EU
Common Security and Defence Policy (CSDP). On 17 December 2010, the
Council of the EU decided to extend the mission's mandate until 31 December
2011

On 5th March, an EU
NAVFOR aircraft and the EU NAVFOR French warship FS
NIVOSE disrupted a suspected pirate whaler off the Somali coast. The
whaler was suspected of leading a Pirate Action Group (PAG) at the time of
the incident.On
the morning of 4th March, a merchant vessel reported being chased by one
skiff about 350 Nautical Miles south of Mogadishu. In response, the EU
NAVFOR warship FS NIVOSE was immediately ordered to locate and disrupt the
suspected PAG responsible for the incident. In addition, the EU NAVFOR
Maritime Patrol Reconnaissance Aircraft (MPRA) which is supplied by
Luxembourg and based in The Seychelles was also dispatched to join the
hunt. The aircraft located the suspected PAG, consisting of a
whaler-type open boat, soon after and guided the FS NIVOSE to
intercept. There were no attack skiffs found in the vicinity of the
whaler.

2005 and its mandate runs until 30 September 2012

On 15 November 2005, Israel and the
Palestinian Authority concluded an "Agreement on Movement and
Access", including agreed principles for Rafah crossing (Gaza). On
21 November 2005, the Council of the EU welcomed the Agreement and
agreed that the EU should undertake the Third Party
role proposed in the Agreement. It therefore decided to launch the EU Border
Assistance Mission at Rafah crossing point, code-named EU BAM Rafah, to
monitor the operations of this border crossing point. The operational phase
of the Mission began on 30 November 2005 and will have a
duration of 12 months

20.3.2009 - Medal
Parade at the OHQ
On 20 March 2009 in Mont Valérien, the last medal
parade for the members of the OHQ took place. The ceremony was attended by
General Henri Bentégeat - President of the European
Union Military Committee, Vice-Admiral Teule -
Deputy Operation Commander in the Armed Forces Headquarters, and the military
representatives of 26 European Union member states.
